You need to upgrade your account to either Jr. VIP (Minimum 100 posts and member for 60 days.) or BHW Marketplace Seller status to be allowed to sell in the Marketplace.

You must have 100 posts and your account must be at least 60 days old to unlock the option to buy a Jr. VIP membersip. It costs $147/year and is required in order to launch a sales thread, and also allows you to answer Want to Buy (WTB) or Hire a Freelancer (HAF) posts. You can also buy a premium membership to just answer WTB and HAF posts.
You can buy a premium membership even now.
