How can I achieve this weird thing with a website?

I want to set up a website entirely for making my PayPal transactions safer. I don't want to advertise it or use it for anything else besides getting paid. Ideally, I want a one-pager with a cool background and a chat and a single link where all of my products can be bought, I would like to have this on the main page, I don't want a very complicated site.

The problem is that my prices are not fixed and I wouldn't want anyone to buy without my permission. I want to be able to customize the order before the customer buys and specify the name of product/amount/price.

Is that possible?

Nope, my paypal is perfectly normal and I have a business account with it.

Basically what I want to do is invoicing through my site but having the customer buying normally and going through checkout where I can get his ip for dispute evidence.

If you know programming, you can use Paypal SDK to do all the things you mentioned above. Not sure if there is a tool or free plugin for this, but with SDK it's 100% possible.
