Doesn't matter if you get Jr.VIP but I am pretty sure you can't sell just one page. I may be wrong but from what I know, you need stock. That is, if you plan selling in the Marketplace.

As I said in my previous post, I am not sure. That question should be directed towards the staff. I can think of a possibility where you can pause the service once you ran out of pages. But once again, I am not familiar.

Because it is the rules and if you are caught selling outside of The Marketplace you can be banned.
To start a BST shouldn't be expensive if you are making money online.
If you aren't making money online then what service do you think you can provide me with?
