I don't think a mobile app can create such an image. You need a pro tool like Photoshop. Alternatively, you can try Gimp, which is a free tool similar to photoshop: https://www.gimp.org/

Looks like done with photoshop effect and stretched from normal picture.

There are thousands of effects you can buy that fit directly into photoshop.

You can use adobe illustrator as well

It been done in an application that needs skill, it not been done with a simple click and go solution.

You need to learn a timeline application can be hard and frustrating.

Graphics design can be hard to do as you need to learn a application like above to add effects to get the results.(( not a easy fix ))

That's not possible with a smartphone, you have to use pro software like Adobe Photoshop or Adobe Illustrator to make this type of image.
