How Blackhat Sites Get Approved with Adsense?

I've been wondering how can Blackhat sites gets approved in Adsense, I mean, these users, they surely have already adsense account they probably applied with a clean blog site. But adding a new domain gets checked right?

How blackhat sites like these niche "how to hack facebook", "how to hack instagram", "paypal monkey generator" clearly, blackhat, gets approved?

These sites are not even pretending to be a blog or be informative, but straight websites like enter-the-username-to-hack or enter paypal email to get 1 million dollars in paypal.

I've been visiting these sites from time to time to see if the adsense ads are gone and I can conclude it got banned because its against TOS blah blah. But 6 months later its still there.

They're usually in compliance with adsense's TOS the moment they're accepted. Only after that they start violating rules, but adsense isn't as on top of what you're doing as you may think.

There are other ad programs that sometimes can also let you in, if you check the cookies of the page you may find interesting things occasionally, not straightly related with adsense, but with adsense included..

They start off as good sites, get approved, than go blackhat (probably the least risk this way anyway, there are other methods probably). Googles kind of dumb.

They make a clean site and once it gets approved they simply change the content. It's possible to get a few payout before they catch up and disable the account. You then create a new account or buy an adsense account from the marketplace.
