As much as you guys laugh this idea off the premise isn't too far off. On a massive enough scale (it would have to be the bulk of BHW members doing it to BIG sites) it may indeed cause enough ripples to force Google to reconsider a shuffle to the SERPS' algorithm. However what is to be personally gained by this for everybody? The more the game tightens, the fewer professionals that can rank. Which means if you can be one of those who still can rank it becomes more valuable. If we somehow turned the algorithm back to where a SB blast could rank sites we'd be seeing absolute mayhem. Everybody and their brother would be in the game and it would become a game of who can buy the most computers to blast 24/7 faster than the next guy. Which would also be expensive. So, while the OP has a very valid point... it isn't a realistic move.
Yes of course it will work, if you think about it with a one track mind, a mind that thinks Google actually gives a fuck. The sites that Google do give a fuck about are immune to updates, and the rest they could not care less about. The reason why neg SEO exists in the first place, because they do not care, it is not their problem.

Just thought about it OP and I think you're on to something.
After we defeat Penguin, I think we should all start lighting houses on fire in our neighborhoods.
If enough houses burn down, eventually they'll only build houses out of fireproof materials, and thus nobody will ever lose a home to a fire again.
