I lower CPC by improving quality score first, like making ad copy more relevant to keyword and matching landing page properly. I also use exact/phrase keywords only and add lots of negative keywords so waste clicks stop. then I pause ads that get clicks but no conversions and keep only winners. this way CPC goes down but conversions stay stable.
