How is it possible that these videos are not breaking copyright rules?

 
I don't know for certain but just wanted to add that the channel has only been uploading these types of videos for 3 weeks(likely bought an already monetized channel), it's possible the channel will be taken down soon.

Alternatively maybe the channel gets away under fair use act because he's describing the movies.

if they don't include monetization on this channel, what are they afraid of?
 
I don't fully understand your question, I'm quite sure the channel linked above does have monetization enabled?
 
It's commentary, explanatory, and movie advertising at the same time.
They are using videos with the "right to quote" rule.
 
I just got an advertisement there before I started the video!
These ads can be inserted by YouTube itself - for the rights holders of video content.

As far as I know, when YouTube finds a match with licensed content, it includes ads for the benefit of the copyright holder by default.

There can be no penalties for the channel owner.
 
I'm sure the uploader is also using AI text to speech script. Not 100% sure, but for anyone that wants to try something similar, you would have a lot less trouble, and time taken, if you only done small sections of video and single frame still for a few seconds, and also as much outside content/images different from the video.

With regard to this video, you could easily use stock DNA animations alongside various external images, for example 'she had a doll she hid from her mom' could be replaced with a single picture of a random evil woman with a doll. Rather than use the actual clip of the hand over of the doll from the movie.

Also people find videos with some random popup content much more enjoyable. This video you linked is rather dull, and dark, and can spoil many scenes of the movie.

I would love to say that I am 100% right and top1 youtube guru, but nobody can be certain about that without being hired at Google (Youtube team). :)

Well if you had a similar channel you may be fairly certain, but fair point haha!

Why don’t you post on the YouTube forum and ask them about it, you might get a better educated response from someone there

How so? You’ll probably find a frequent poster with good reputation that knows more about the rules there, than compared to people on public forums.
 
It shows an ad, but i don't see why youtube should have a problem with videos like this. They could also be using an MCN
