How are these people doing instagram comments

Whenever you see a post on instagram, you see one common comment on all of them, something like "promote it on @username"

any idea which software are these people using to make bulk comments like these?

This could be done manually. You can copy & past the same comment onto multiple posts.
 
There are probably dozens of tools out there capable of doing this. Most of these bot accounts are just scraping the most recent posts under specific hashtags and leaving a comment on them in fast succession using different throwaway accounts.

I doubt if doing such a thing is worth it. Please correct me if I am wrong.
 
This is mass comments, its very heavy on infrastructure to manage.The accounts which comment get banned really fast so they need to be replaced faster. You can maybe use some public bots, or custom made tools or a set of VA's to do it.
 
Search on GitHub, you will find tools that help you do it.
 
Actually, I quite rarely look at comments. They hide almost every post on this website and only a few appear. Surely there are tools to do it.
 
Posting comments using hashtags research. Both manual and automated ways are there. Not worth it I guess because these days most of their comments are hidden by default
