How are people selling 4G Proxies?

Anyone know? Is there a way to set up a proxy server on a phone (android).

I got a bunch of phones with unique phone numbers can't figure this out.

Many sell proxies made from Dongles+Raspberry or even Dongles connected to powered hubs that are managed through some specific programs.

Yes, its possible, I dont wanna this satured because I use that way (IMO better than rasp+dongle because of mobility and so on).

I have his guide (paid for it), it only teaches how to make it using a rasp+dongle, not using just a phone itself.
