I’m trying to better understand how static ISP proxies are structured in the market.

Are most “static ISP” IPs actually hosted in data centers but announced through ISP ASN?

And are they using the same residential carriers as real home broadband users, or is there a structural difference in routing?

Would appreciate insights from anyone with infrastructure knowledge.

Appreciate the explanation. From your experience, are there particular platforms or detection systems where static ISP proxies are significantly less effective than real last-mile residential IPs?
 
ltesocksio's breakdown is accurate. the key thing to understand is that the ISP label refers to the IP registry, not the physical location. the traffic route still goes through a datacenter, so if a target site is running deep packet inspection or latency analysis, they can sometimes differentiate ISP proxies from true last-mile residential connections.

for most social and account work that distinction doesn't matter much. where it shows up is on highly fingerprint-aware platforms that cross-check ASN routing paths. the practical test is always to just run the IP through ipinfo and check the company and hosting fields together.
