How App Store Most Helpful Reviews Section Works?

I have received a pretty bad and long review(105 characters) a few months ago and it ended up in top 1 position in the Most Helpful section. This review also has 23 upvotes.

This one single review has cut my conversion rate in half and I've been trying desperately to somehow hide it.

Here are the things I tried:

1) Downvoting it: I got someone to do downvotes on it from his accounts... 0 effects, downvoting does not work

2) Upvoting other reviews: I was upvoting ton of other reviews, still couldn't take that 1st position where the bad review is

3) Writing longer reviews and upvoting it: I wrote some 150 character reviews, got a bunch of upvotes on it. They didn't even show up in the Most Helpful section

4) Longer review from an aged personal account + upvoting = didn't show up.

I'm out of ideas what to do, besides trying to reach out to the reviewer and ask him to change his review. Anybody any ideas?

Create a version 2 of your app and start sending traffic from app 1 to app 2 via push notifications and other methods like linking to APP 2 inside APP 1.
