Second of all, don't you see the sell button on the top left corner? Just complete the sign up process and list your item.

i know bro. i have an account there. but i can't list a single item. they tell me to upgrade. and supposedly i should be able to list at
least 1 item

It could be because you signed up for a US account whereas you're not in the US. I'd suggest you contact them and explain the situation. Usually support can be very helpful.
well i just made a new account and made a listing
and then they suspended my account- wtf

are you from US, you may need a US proxy in order to create your account successfully. Sometimes if you create your account with misleading information you will get a 0/0 selling limit and be requested to call
