How Accurate is Google Adwords Conversion Tracking

    So I had been running an adwords campaign for a cpa offer and Google Adwords Conversion tracking (pixel) was setup. It did not register most of my conversions, but did register some for a specific ad group. So I ran the numbers and figured even though it was not registering most of my conversions from the cpa network, even with the few it registered for the one ad group my campaign would be making a slight profit. So I turned off the rest of the ad groups and spent my entire budget on the one.

    I received around 140-200 clicks in 2-3 days to the offer and had no conversions. My conversion rate before I turned off the other ad groups was 11.90%.

    So my question is, is it possible that Google Adwords Conversion Tracking registers conversions that actually don't happen?
