I actually agree with this one, but there should be something that not everyone can use the "no thanks" button (abuse). So maybe people with over 250 posts or jr.vip or higher?

Yep, I agree with the abuse of rep, someone gave me neg rep under someone's else name!
You give them the privilege based on I don't know what, the solution should be screening based on something. (age? contribution?).
Negative rep based on nothing:
Wiz a "no thanks" button only means someone disagree with what you wrote, also every "no thanks" button I have seen in vbulletin forums show the name of who pressed "no thanks". May be to lower any type of abuse you can limit "no thanks" to members of a certain age, amount of posts and rep.
The difference of rep is that it is suppose to be a sign of how trustworthy you are in the community, while at the same time the negative rep do not show a name.
