Hello,
I am a web-developer (Front-End Developer), having expertise of HTML5, CSS3, Jquery and PHP.
I have tried free lancing, and have applied for many jobs on UpWork (Odesk) but no success. . .

Anything else, that I can try?

The Hire A Freelancer section here is usually asking for something like that. You can call around locally and offer to update/redesign local businesses websites.

Just create your own theme and upload it on ThemeForest and make 70% commission on each sale.

ThemeForest is a good option to consider. It made many people a lot of money by selling themes/templates or plugins. You can also consider searching for companies who do not have a website yet or who have a bad looking one. Contact them and offer your service.

If you can pay Hire a Guy to Bid for proposals on websites like Freelancer, Elance, Upwork
and get you project.

If that goes great you will be flooded with loads of work

No not really you can jump to the same platforms and post an ad and you will get tons of request.
but the person to whom you will be hiring must have great marketing and convincing skills.

Its not just like a copy paste job.

Cheers

Try to create a business website with your portfolio and advertise it on craigslist / kijiji :)

haha, there're a lot of things to do if you know how to use your ability and market yourself to the right place. many people will ready to pay you if you can help them to make a website or layout...

All the suggestions given by others are worth to consider. Themeforest, freelancing sites all that good stuff.

One other idea I would have for you is to occasionally submit some of your best work to www.dribbble.com and www.behance.com, there are a few other sites like that. A lot of big players hang around there and if your work is quality. There's a good chance you'll get contacted by someone for some work.
