What is the hourly limit for following people on Twitter? I checked all over Google and can't seem to find it.

Technically you can follow 1,000 per day, but there are additional rules that determines your daily limit based on how old is your account, how many tweets you have and how many followers. Also, you can follow maximum 2,000 people, after you reach that number there're other rules applying like how many users are following you and stuff like that.

So I can follow as quickly as I want in an hour? (Obviously not 1000).

No hourly limit. You can follow 1,000 in 10 minutes if you want if your account is old enough.
Yes, but I suggest waiting a few seconds in between each follow.
Depends how old your account is. If it's not aged by quite a bit then don't expect the account to avoid being suspended if you follow 1000 in 10 mins.
There is an unwritten limit if you are following through an API... I was using tweepi and got band for following 30 or 40 in a minute or so.... If you follow directly on twitter there shouldn't be a problem... Also ManageFlitter seems to be on a whitelist as it relates to APIs

One of my twitter is 4 years old, I can follow 1,000 in 30 seconds no problems, But if you really want too maximum and get them extra follows 2,000+ then follow 100 per hour only sometimes a few more sometimes a few less, every account is totally different and alot of the rules are hidden it all depends on your account, but they isn't no set rules for any account.
