When creating mass hotmail accounts, can you do it from a single IP?

also does anyone know the length of time a hotmail account has to be active before it is allowed to forward, I've been seaching but cannot find the answer.

You are allowed to create 3 accounts daily with the same IP, after that you will get a 450 error message.
If you miss the captcha too many times it also counts as a try as well and u lose the chance of having the 3 accounts / ip.

Nowadays Forwarding feature is available only in PVA account after recent policy changes
that hotmail took to avoid spammers
