So, I have a site with many pictures hotlinked over various forums. I have since updated the site and most of the hotlinks are broken. Can I do anything with these links? 301 them?

Sure, you can 301 to correct these. If they were all from one site it could be as simple as implementing a .htaccess redirect. Worst case scenario you could have to fix them 1 at a time, but I doubt you will find it that challenging. For most people this is a pretty easy fix.

Since they are links from outside to your site, definitely they should be counted as backlinks.
