Hot to create a non entry site , shielded from law enforcement... Non illegal

Hi , I'm looking to open a website on " drug info " basically where drug users can go in total confidence.

I have people wanting a site , from which I can make some income , but the people who will register on the site want it to be 10000% secure and with an entry disclaimer , where law enforcement give up there rights as law officers if they enter the site.

pls can anyone give me advice on this ....

1. How can I get such a disclaimer ?
2. How do I make it secure , and stop people stealing the info with in the site.?
3. What would u recommend I do if this can't be done ?
4. How would you do such a site ?

You can make it secure by using an invitation only system, people can register only by using an invitation by another user.
I don't think you can make such a disclaimer, but i do recommend if you are going to make such website to host it on countries where drugs are accepted(Netherlands it's the best choice, there is also Columbia & Uruguay but i don't think those countries have a good internet connection like Netherlands).
