I googled and didn't find any real answer
I read the Content+policy but didnt find anything except this...

Porn site is not allowed on blogger. But so many people is making porn sites using blogger faking the google eye. So......

I once registered cant post link but they banned me because was against tos

Google keeps on reviewing its blogs through an automated private system they have. If they found anything against their rule like porn sites or fake blogs, they immediately take action and block it.
