Why?
Every provider has downtimes and outages.
We're hosting about a dozen amazon aws instances in different regions and availability zones and over the past 3 years about every single instance had downtimes (the great 2011? aws outage anyone?).
This is why nobody will guarantee you a 100% uptime is he's reputable.
