For me, Linux works nice. As for the host for getting affordable hosting solutions can recommend hostforweb.com low-cost hosting. The work is based on quality.
 
Plans from rockhoster.com and libertyvps.net can be good for you.
 
AWS/GCP if you have the budget.
Digital Ocean if you know what you are doing
Rocket.net if you just want it up and running and have someone do all the heavy lifting for you.
Namecheap shared is decent if you are dipping your toes into webhosting
 
I think doesn't exist a perfect web hosting, MANY PEOPLE will have different opinions and views. Doesn't exist the best, but the hosting which you will be happy and adequated prices with you can afford.

I'm using Alexhost VPS completely fine.. I have used flokinet also.
For offshore vps or hosting I recommend Alexhost or flokinet.
 
The perfect webhosting does not exist every human has different needs and goals.
For my perspective and experience I have a premium webhosting on godaddy- yes the rude webhoster in the world...

I do not know if they were rude in the past but todayI can say it is a good webhost and my page is loading blazing fast with their 2gb cou and 2gb ram. Yes the dashboard is sometimes a little bit buggy but this is with most webhosters they not cache the dashboard admin area (you should not do cache your wordpress admin) too...

They make their prices very clear on the checkout page what the renewal will be cost you can delete it when you want. I pay my billing monthly moth per month.

Yes they have policies like you should not use more than 25% of your webhost ressources , but bluehost has the same is more rude when you read their "fair" policies,you can not blame godaddy for this.
GD has in their policies always a "gate" open for you that means if you need more ressources they send you an email to upgrade your webhost plan. Others will first shutdown your site.

And GD has beautiful premade wordpress themes, I be satisfied with them.
Ok there is one thing I not like here they be little bit rude; I bought their webhost plan on 25 of the month, so renewal would be on the 25 the next month right?

What they do? They took the money form my paypal account one week earlier, this is not fair.
Contract is contract.

But with this exception I be satisfied with them and phone support is good. Yes i hope they bring email support back or live chat.

But blaming godaddy i sslow and all that blablabla is not true when you have the premium hosting plan, yes it's a little bit pricey.

I have a second website (new) setup on namecheap EasyWP managed wordpress, a lot of technical fricklings happened, I was with the live chat to help me setup my external domain from porkbun and my extern dreamhost email into their free dns to make the website work.
And their free ssl worked the next day 14 hours later!

With all these hefty technical issues I cannot call this an easy wordpress hosting setup.
Setup your domain and email in godaddy package is easy as a breeze.

But the namecheap EasyWP run smooth and load fast with google insight scroe of 99, my godaddy site has a sore of 96 there is no difference, I count 1,1,5, 2 and boom! website is loaded on both godaddy and namecheap. 2 seconds load is fast I have not seen a website who is full loaded in 500ms.

Look at big websites like the Apple website they need more than 3 seconds to load
and nobody in the world call them "slow" brainwashed?

My thoughts with GD was , when millions of people using their services they could not be so really bad....also give GD a try I be not sure but think they offer 14 days money back ?
