Hosting with PHP 5.4 ?

You can purchase a cloud server and instal the custom applications very easily.
If you don't know, hire a developer, and he will complete it in a few minutes.
You can save a lot of money by doing this one-time setup.

But regardless of your reason I would just get a cheap VPS and install PHP 5.4 on it as I doubt you'll find a shared hosting provider that runs it.
Hostgator might however allow you to run it if you change your configurations: https://www.hostgator.com/help/article/php-5-4
Either way, I really wouldn't recommend this as it's both slower and there is a risk of you getting hacked as it's no longer supported.

Use a VPS lol, php 5.4 is obsolete many hostings providers doesn't have it.

You probably know this but i'll say it anyway: PHP 5.4 is outdated, has security vulnerabilities and could be breached, that is why no hosting provider will support this version (or 5.6 for this matter). Some hosting providers already excluded 7.x (or atleast up o 7.2) for the same reasons.

I recommend you to start contacting old providers in hopes they still have old server with that version of PHP.

The issue is, who is the hosting provider that will do it for few bucks in shared hosting and add security vulnerabilities to all clients, just for one client that needs that? Your only and best solution is to use a VPS with costs less than 5€ with 2GB RAM or more.
Use a VPS or in last case if CMS is open-source you can hire someone to upgrade it new versions of PHP.
