DMCA issues are also in Holland a big problem, every upstream provider or datacentre is taking measures, and most require that you respond within 24hrs or your server(s) will be blocked. I don't think that where your site is physically located matters that much. For one, you can set a geotarget filter on Google webmasters. For two, where the sites that link to your site are from, are far more important.

Anyways, I'd recommend to try offshoreseovps.com . I use their services for a few similar projects and I have absolutely nothing bad to say. The servers work fast and the up-time is great. I don't remember ever seeing the sites I host with OffShoreVPS being down.
