Hosting IP blacklisted by google?

    Always when I host a new website it gets to the google index within max 7 days. I am talking about fresh new domains, without any backlinks + content on it. I bought new hosting, hosted 3 websites and non of them got into the index after 10 days. I didn't do any manual actions to get them indexed because like I said - it usually takes around 4 days for a new web to get indexed. The sites for 100% are clean without any filters.

    My question is: is it possible that the ip is blacklisted by google? Or for some hosting providers it just takes longer for a website to get indexed? Is it safe to host a site on such a hosting? I can just mention that it is rather a cheap hosting.
