i know torqhost is very open minded.
otherwise you can check, I know there is a russian provider, who offers servers and you pay by paysafecard (a card u can get in a grocery store or @ shell etc.), so u don't need to give him real account, nor real name or address, of course he has your ip, so you should think 'bout rotating proxies with high security levels and maximum anonymousity etc.

You definitely want to go with Russian or Chinese bulletproof hosting. I'm pretty sure someone here can help you with this. Try using the search button.

They are not really bulletproof, it's just no one cares what happens in Russia, US feds won't be messing with those servers, thats why you're safe
