Hosting A Streaming Site - Looking For Video Ad Networks

I thought it would be cool to embed videos uploaded on lets say putlocker, and when the user clicks play it plays a short video ad over the embedded video (so it appears to be a part of the embedded video). And then have a short video ad play when the streamed file is finished. Is there an ad network that does this?

There are movie/tv streaming sites that make tens of millions of dollars per year. They link externally to file sharing websites. When putlocker goes down, 10 more come up in its place.
