I am not really a computer guy, but I ended up having to take ownership of a online pharmacy (long story) It is legal in the country that we sell in to, but it is ilegal in the US and from what I understand a lot of web hosting companies follow american rules. Could someone please tell me a hosting company that does not abide by american rules and a web building program also. I also want to add 5 more websites so I bought a bunch of programs like a idiot, (Moz, scrapebox) and have no clue how to run them. I have learned alot but not enough to get the results I would like. If someone here does CEO work for gray market stuff I would be more than interested to pay someone to take care of this for me. Thanks.

We are in same boat, gladly Im living in Indonesia. And they don't really care with what I sell, as long that was not a pornographic content, illegal stuffs, marijuana, meth, guns and ammo, etc. US gov ever try to shut down my website (many times), but sadly, it never happened hahahaha... 
I run my VPS with some proxy plus cloudflare. I register my domain with whois protection. Thats make, they have no Idea where my server was. And, they can't touch me further.
Host your site at private VPS. Singapore is a good choice too. Less expensive than other, big bandwith, and some of them realible enough. And, place some proxy in front of you, or simply host CDN like Cloudflare or MaxCDN to hide your real IP VPS.

OVH Located in french but They will never allow online pharmacy. Because they are quite big company and they follow DMCA rules.
You should try small hosting companies located outside of US and Europe of course, maybe try in Singapore or hognkong.
