Try railway for backend and vercel for frontend - both offer free plans.
 
I really like digitalocean platform. You can host there anything. Its more for tech guys but its really flexible and cool.

what about coding and programming the app. i need an ai chat to do that for me

Id recommend using a VPS and not a Raspberry Pi. Digital Ocean is great, but theres a lot of others good ones as well.

If you're gona self host something on a local device, you're gona run into issues with latency, performance, reliability, firewall configurations, etc. A VPS offers you ways to easily or automatically do these things.
 
It depends on your use case. If you just want to host static files, you can use free services like GitHub. If you want a server to dynamically interact with the app, then it's better to have a vps from hosts like digital ocean, vultr, etc.
 
Double check the official guidelines first some programs accept email submissions, while others require an online form.
