HostGator this bad?

Yes, they are the worst. I had an issue with one of my website's PHP. I asked for their help. Their rep decided, without asking me - to change the php of all my websites altogether. It actually killed some of the older ones. Hostgator reps never managed to fix the damage so now I am moving to a much better service. Don't come anywhere near this company - you should definitely consider leaving right now.

As long as your site traffic is low hostgator is good but the moment it's a success and draws traffic you will definitely start receiving resource outage mails
