My hostgator host is suspended and now when I visit my website I see that page of theirs. And, I'd like to move to hostwinds. Is it possible to get my old domain files back without paying because the cPanel does not work?

You can try contacting their support if they can give you a backup if not you'll probably have to start afresh on hostwinds.

nope its not possible man you have to pay them first then you can use cpanel again

You better hope they didnt delete your shit, i had a host do that to me once and lost a website i spent weeks creating.
You should always create your own backups, most of us learn the hard way...

When I was banned in 2010, I just had to contact them to get my backup. No need to pay or whatever those guys are saying above.
