At the best possible case you would be looking at a Apache+PHP+MySQL solution. There are many bundles of this software for Windows OS that should be easy to understand for everybody. As an example, I can suggest XAMPP, which is quite easy to get running.

Well depending on what you are doing on your VPS it is recommanded that you split your webserver and your windows VPS.
It depends on many factors such as the CMS you are using which could be quite stressful CPU speaking for a windows VPS with SEO tools.
If you run for exemple scrapebox and the duplicate remover addon, your website will be incredibly slow while it is performing the duplicates removing task.
For MNS you should go with its own shared hosting or linux VPS if you can afford it.

Plesk runs also under Linux.

If I pay an extra $13/month, the Linux VPS I want comes with cPanel. Or for $12/mon it comes with Plesk 30 domains, or for $25/mon Plesk Unlimited Domains.
Should I upgrade? Or stick with vePortal?
And CentOS, Debian, Fedora, or Ubuntu? 32/64 bit? Which version?

If you know how to installing your vps (apache, mysql, php,, etc) just stick with veportal, veportal itself just control panel for vps itself (eq, rebooting, change hostname, and reinstall OS).
I prefer debian as server, because they really fast on updating new package. if your memory more than 1 GB, then choose 64 bit version because it ate more ram, and run faster than 32 bit.

The best way to manage it for free : Webmin and VirtualMin - Free, lots of modules and lots of tutorials available.
The downside : you need to read a bit to figure it out if you're like me and have almost no clue about Unix flavours.
I have ( i should say "had" because i'm looking for another alternative since they keep telling me that they are moving my vps and it's been off-line for 2 weeks+) a VPS from volumedrive that comes with VePortal and that is what i'm using.
