If I'm getting steady hop clicks but I'm not making very many sales, should I consider this a failure of my own or a failure of the product? Also, do you think creating my own sales page and sending potential buyers directly to the Clickbank checkout page is a better tactic than landing them on the owner's sale page?

Really want to increase my sales; the numbers are there, but they're not biting.

It could be the product. Lets say you're getting 500 hops and 0 sales, in that case I would definitely switch over to a different product. Besides, there are tons of product to test in clickbank.

Once you find a product that actually converts well, that's when you begin fine tuning things like the landing page design, sales copy, etc. The last thing you want to do is to spend all that time optimizing for a product that was a dud to begin with.
