My opinion... the right one is close. With glasses will be really close.

The right one looks similar because of his eyes, lips and eyebrows. The hair could also fit.
The left one could be a completely different person. A bad picture for comparison. But he has something with his eye. In the phantom picture not and the person should have noticed that detail.

Both are a match imo. The one on the right more so, but I would say yes to both. Why? Because they look the same but just older to me.
