I think it's a feature because almost all accounts have it but instead my clients ads work fine and accounts get banned less often

This is a prepayment hold (which means you have to pay the next threshold) - a very normal thing.

This happens to over 50% of advertising accounts now, you just need to keep your account with enough balance to pay later and the money will be refunded to your account after 5 - 30 days.
 
sad because not only you, but I am also facing this problem. 70-80% of my accounts have this problem, when reaching high threshold still encounter
 
As long as your account stays active and isn’t disabled, the funds will be returned. Continue making regular payments and once you reach a certain spending limit, the issue should resolve itself
 
This is a pre-collection situation, this amount will not be refunded.
 
I don't know if you have improved that situation, but I still have it really uncomfortable.

Pre-payment threshold is quite common recently, but don't worry too much, it's like increasing the threshold, if you don't want to repeat this situation, you should use a credit card or a trusted payment account, or send a request to facebook to keep the current payment threshold
