My site topped for a year almost. After penguin, its nowhere. I made new links with different anchor text and put new posts but nothing seems to be working.

Try to remove the bad spam backlinks and change the page title and decription, try to add more pages and build more backlinks to inner pages and diversify the backlink profile of main url. If nothing happens then 301 to new site and create backlinks for new site.

Did you update any of the the onsite SEO? What other measures have you taken so far? There are lots of reported things that are working for people.

Have you analysed your back-link profile to see what your anchor text diversity is actually like?

If not try removing back-links as suggested above ( I'm currently using linkdelete.com for this service).

A good friend of mine was hit, and he's done absolutely zero linkbuilding. He doesn't have a lot of links mind you, but all the ones he does have are natural editorial links.
In his case, he was too aggressive with on-site factors (for instance, some of this title tags were keyword1 | keyword2 | keyword3, and his internal links all had heavily optimized anchor text). I obviously can't say for sure that that's what hurt him, but I've pretty much ruled out external factors being to blame.
I'm sure you can still get hurt by links, but I'd recommend that you don't focus all of your efforts there.

I think it's not the penguin that slap your friends website but it's the panda since you mentioned that he did onpage optimization which the panda is meant for.
Same for me... My eCom site survived both Panda's but the Penquin really hit!
Link diversaty is good (I think) as my main keyword is linked less than the iner pages BUT my index page went from page one to 500+ I also see some of my competitors have been hit also.
My main concern is that those now ranking on the main keyword are not exactly relevant. I still think 'G' meseed up somewhere as I now see incomming organics from Yahoo & Bing increasing.... So, are the punters getting fed up with 'G's results?
I am waiting for the next BIG one from 'G' and then... MAYBE then... we may see some relevance to their algo?
