Hiring Programmer To Make Workable Reporting From Existing Code On ANY Platform/Code

I need a simple Solution/WebApp/LocalHost for reporting that:
1. User inputs a CSV file
2. CSV gets imported
3. User selects output format and file type (xsls,pdf,etc...)
4. User can then save those reports

I have a current old outdated version of this on Microsoft Access as an example that is very slow. I tried migrating it to a SQL server in hopes to speed it up

Didn't have any lucky with that, but I do have a Microsoft VM with Microsoft SQL2019 installed. Let me know what you think.

I can send screenshots of the Access database and the process that the user goes through. Which could remain the same or be improved on. As well as all reporting formats.
