HIRING - Partner for contacting small and medium businesses

I'm looking for someone who can contact small and medium seized businesses (like car washes, coffee shops, grocery stores, etc...) by email.

Bonus is if you know how to setup mailserver and use some of services like sendgrid, etc... (e.g buy domain, setup sendgrid and contact them), but it's not necessary.
