he is claiming that he will ask them for the signature space
since he is looking for inactive members I highly doubt its some hacking stuff
However I haven't reported the thread because mods are really fast here
I want him to lie as much as he can before getting banned

Every so often you see inactive accounts bounce some old thread with some bullshit reply.

All of us suspect this is what's going on but rarely can we prove it. Nice going OP.
 
Member in question has been permanently banned for registering multiple accounts and trying to buy or get access to accounts from multiple seo forums, including this one.

REMEMBER: If people ask you to skype them without giving any details, there's a reason they want to take it off site. If you skype or email someone on the back of their dodgy ***get rich quick*** post and get scammed, there is nothing we can do about it.

basically he wanted someone to scrape the usernames from bhw who are jrvip but inactive for past 6 months
and he was paying 15 cents for each username

Ah. I was being sarcastic, but misread. I thought he was going to pay the the VIPs 15 cents for their inactive accounts.
