I guess if I dont report them or they report me then nothing will happen. You must be targeting the wrong ones then.Don't ask to take them off the platform, you will get banned and so will they. I used to love reporting every seller that asked to take me off platform. lol i think i got like 20+ sellers banned, that gave me the run around, half way through projeects, "yes i can finish off the platform, just pay me extra in crypto and use scamagram"
The only reason i worked with these people is cause they replied to specific ads. The majority of 3rd world skiivverrs have had many accounts before. The real best quality people that you could hire, would be out your price range I think.
So it depends, do you want to build a business thats main process involves hiring 2nd rate poor english people at cheap prices a few times before having to repalce them, to make a profit from?
Depends on what the freelance job is. In my experience they are pretty good, just make sure to read the reviews and if you need, contact them before purchasing.
If I asked them after they deliver the project for their email for example then offered to hire them in house from there does Fiverr scan the PMs? Does it detect @gmail for example? and auto bans users?

The real input is that you simply can't. They'll find out one way or another. But if you use a bunch of burner accounts, then it may be a workaround.
