Hiring Flexible Website Designer

I need somebody, who speaks fluent english and is able to understand what I ask from them (all the other freelancers I talked to had terrible english and didn't understand anything I tried to explain to them).

I'm looking for a fresh, modern, and unique website design (I'll send you some designs that I like so you can understand what I mean by ones I like). The website is multiple pages, so you'll have to work the design for all of them.

The catch is, I don't have FTP access. The script is hosted elsewhere, so I can only edit through the admin panel. I basically get full access to each script file and you can upload/import templates, etc. If you want to screenshare to look at it first that's fine with me.

I'm looking to spend around $100~ (more if you complete it faster and/or have very good designs that I absolutely love). You will also have to install it since I don't know any CSS or any design installation whatsoever.
