I am sorry to say but this cant be cloned, its total Custom Site with Custom frame work in php having custom Database structure.
But I could give you same Functionality , 100% covered . Everything just same as it is but have to make new one and not cloned.
Thsi works really cant come within $500, but would approximately cost you around 900 and that may increase to $1200 a bit , that we need to see after we start. So for safe play you can assume the latter one.
It would need 3-4 weeks approx for the whole project to get done.
