Hiring cracker/developer

Hey I would like to hire a developer/cracker than can get me the latest concrete Twitter technology to run mass actions. I have been running a business based on this for years and i believe my tech is leaving me open to quick locks and suspensions lately. I am mostly interested in imitating the app but i would be open to a web-based module thats solid. Either way it goes i would need the code in a manner that other developers can work on it (functions as dlls, etc). Also our preferred language is C#. I would be interested in something ongoing if it works out initially. Please only serious devs, i can smell a fake a mile away.
