if you want your server IP to be rotate you will need to buy a large number of IPs with the server
Any company that you know because i am trying hard for this.

Probably you want some software on ubuntu VPS to use random IP every X or Y seconds - there are easy ways to achieve this without changing server IP.
Using a VPN may give you effect you want.
Another approach I would suggest is to just use big cloud provider like digitalocean, vultr, ovhcloud whatever and recreate VM every hour. Problem fixed - each hour you have fresh VM with random IP assigned from provider pool. Some companies have policies against this (they will assign same IP to your VM if this IP is unused).
