(hire) a programmer

Im new at this.
Me and a friend is creating a forum website.(Swedish)(php)
and I want to boost it up with "real" ppl. So it looks like many people is online at same time.
Im looking for a service that looks like Social Media Marketing Mailing, but im not going to send mail.
Im looking for a similar program, so I can login with ~16.000 real emails at same time with different ip.
I don't want my friend to know that it is me that is login in at our site.
can some one create a program or know a program like this?
I want to choose 50% 75% 100% login with all the emails at same time.
I can registrate all the emails by hand. We are going to have captcha, so I take the time and do it self.
But I don't want to create all emails by my self. (low fantasy.)
just so it don't looks suspicious in my friends eye when he is checking the stats.
I pay after I get the program, so I don't get scammed.
You choose what payment you would like to have. Scrypt, paypal, IBAN etc..

Xrumer can do this very easily since it's a forum spamming tool. However Xrumer is not cheap, the skimpiest version costs about $300 and then you'll have to pay someone to write this mod. Could run up to $400 in total cost. A C# would be a lot cheaper unless you already have Xrumer which most people do not. Add me on skype to talk if you want to go either route.
