I Think It Means "This Time Its Modi's Government"....

Its a promotional slogan going for BJP government during elections under the leadership of Narendra Modi.
Congress formed India's government in the last decade, and hence the slogan abki baar modi sarkar denotes that this time it will be BJP's government.
PS: BJP has already won the elections in India with majority and Narendra Modi has already taken oath as PM of India.

While that's true, the real meaning is "Doesn't matter which government you elect, you will be f#%$ed for the next 5 years".
