Highest paying signup site

For a project, I would like to have a good website.

SO what is the best (or a good) site who has:
-A high sign up (When I get a refferal, I get paid when he signs up)
-Paypal
-Can be everything. (Dating/Making money/anything)
-Must be free to sign up
-Must be international
-Must be trustworthy

I know its hard to find sites like this, but maybe somebody can help me...

Oh one more thing:
I saw a site where you could let your refferals chooce between paid and free signups. If you only had free, your income per signup goes down. I dont want this.

Rude.com pays $1 per lead for every country that signs up for free except Romania, Hungary, Poland, Czech Republic, and Slovakia. They even allow incentivizing it as in getting people to sign up so they can have access to something on your site.

kevin, or anyone else i guess, have you used Rude? I was looking into that program a while ago. Do they pay out in your experience?
