A high level account is one that already has a spending history, and I find that acceptable
 
A high-threshold ad account usually means it has already spent a significant amount, so campaigns tend to get approved and start spending faster than a fresh account. As for safety, the biggest risk is getting scammed by the seller. If you buy one, make sure to remove all existing users from the ad account. If it's inside a Business Manager, remove all admins and keep full control of the BM yourself.

There's always risk with buying accounts. You can ask the seller if he/she will be able to replace your account if something goes bad. But you will need a lot of money in order to do this...
