High Quality Backlinks???

Quality is certainly key. As an example I have some little ubot scripts that run like purely .EDU wikis or high pr and .edu wiki mixes. Something that is a strong site, you get a contextual backlink (preferably with an article), its not spammed to hell (low OBLs), vary some nofollow and ********, get your anchor text and mix it up with your link. And you've got a pretty good series of links. IMO they have always been better links and I've used them for a long time its just now that they're really a difference and the low quality, especially too much of it, is hurting you instead of helping just a teeny tiny bit.

High Quality backlinks make when a page where you are getting backlink has the following options:

1. High Page Rank
2. Same niche
3. Content Quality(Fresh and unique content)
4. .gov or .edu domain extension

I agree and I would always prefer to opt for no option no 1 i.e. high PR first of all.

Agree with webmasterSAG, You should spend some time in the link building section also, Goodluck!

Youtube, facebook and twitter are high quality sites.
Because they have a lot of users in it

High-quality backlinks mean it will pass high link juice to your site and also good traffic. These factors will help you to get good SERP.

A site has a High authority when it's PR and DA are high...sites such as huffingtonpost.com or buzzfeed are a good example of high authority sites.
